The former Soviet Union can be what Winston Churchill once described as "a riddle wrapped in a mystery inside an enigma."
It doesn't have to be.
To help navigate the maze, ISA provides advisory and project implementation services for US government funded projects in the former Soviet Union.
Material Protection, Control and Accounting Program
For more than 10 years, ISA personnel have served as members of site upgrade teams at more
than a dozen Russian civilian and military enterprises, supporting the National Nuclear Security
Administration’s mission to upgrade security of nuclear materials where currently stored in Russia,
and improve the Russian capabilities to control, account for and protect these materials.
Materials Consolidation and Conversion Program
ISA personnel have supported the National Nuclear Security Administration’s MCC mission since
inception - to help the Russian Federation consolidate their nuclear materials to fewer buildings
and sites, and to convert excess materials to low-grade fuel products, all in the interest
of supporting the creation of a smaller, more-securable Russian nuclear infrastructure.
Second Line of Defense Program
ISA personnel serve as key members of teams organized by the National Nuclear Security
Administration to work in East European (and other) countries to secure land, air and maritime
borders with monitors and trained personnel to detect, interdict and prevent the illicit smuggling
of nuclear materials.

Trusted Agent” Program
The term “trusted agent” refers to “trusted representative” who can perform a specific technical
functions at times, places, and locations to which US personnel cannot travel because of time,
distance, or security concerns. ISA personnel in Moscow are former or retired military officers with
technical backgrounds and many years of working in support of US nonproliferation initiatives,
and can be deployed to all regions of Eastern Europe, including those off-limits to US personnel [such
as Chechnya and Dagestan]. ISA “trusted agents” can perform assurance inspections, site surveys –
almost any technical function – when you can’t.

Language support

Our bilingual senior technical managers can sit in for you at meetings and negotiate agreements and contracts on your behalf, without requiring interpretation.
Logistics
ISA has a full network of in-country support services for travel and work in Eastern Europe: this includes transportation, cellular communication, internet access, visa and travel support, and a fully-equipped and staffed office in Moscow.
In-Country Business Needs
We have experienced Russian attorneys and bookkeeper on staff, and a very deep list of contacts in almost any technical field of research or work in Russia, Ukraine, and Kazakhstan.
Configuration Management
We specialize in maintaining two-language planning or operating documents that require constant updates in BOTH languages while being CLEARLY UNDERSTOOD by both sides (despite cultural and bureaucratic differences). Some examples:

International Services and Advisors Inc.
(Office of International Material Protection and Control) of the National Nuclear Security Agency, U.S. Department of Energy. NA-25's mission is to enhance U.S. national security and reduce the threat of nuclear proliferation and nuclear terrorism by improving the security of weapons-usable nuclear and radiological material and enhancing detection and interdiction infrastructure at international borders.

INMM's annual meeting, of which ISA is a proud corporate sponsor, is the primary gathering for those engaged in safely securing nuclear materials.
NTI's goal is to help reduce the spread of and risk posed by nuclear, biological and chemical weapons. The Initiative's website is the most comprehensive source of non-proliferation news and data available on the Internet.
(Belfer Center for Science and International Affairs, JFK School of Government, Harvard University) The Project facilitates research by scholars and practitioners on nuclear and nonproliferation issues and publishes studies on the funding of, and progress made by, non-proliferation programs.
(Monterey Institute of International Studies). CNS engages in research and training on nonproliferation issues and publishes The Nonproliferation Review and International Export Control Observer.
CEIP is committed to encouraging international cooperation and active engagement by the United States along a spectrum of topics with a strong focus on nonproliferation issues.
The Partnership works towards the goal of securing WMD and maintains a website with up-to-date nonproliferation news and a useful article archive.
Known as the worlds nuclear watchdog, IAEA works through member states to promote safe and secure nuclear technology. The IAEA website contains educational information on a number of topics related to nuclear energy.
The Center conducts research and educational activities on nonproliferation topics. The Centers website contains useful Russian sources on nonproliferation topics, many of which are available in both Russian and English.
Originally founded as a direct action protest group Bellona has become an important technology and solutions oriented environmental champion.
A multidisciplinary institute specializing in research on environmental, energy and resource management politics. The Institutes website contains an archive of nuclear energy and nonproliferation articles.
